Introduction
Banco de la República is pleased to present the first of a two-volume series that is part of the commemoration of the twentieth anniversary of the issuance of Decree Law 444 of 1967. This book has gathered the main writings on the subject, emphasizing the background and immediate events surrounding the development of the Foreign Exchange and Trade Regime (part one), as well as the most important debates that have taken place in the last twenty years in the country, with special emphasis on economic policy issues (part two).
The second volume of this series contains the papers and comments presented at the seminar organized by Banco de la República on 15 and 16 June 1987, to celebrate the twentieth anniversary of the Exchange Statute. The analyses included in this volume represent a valuable contribution to the academic examination and debate of issues related to the external sector of the economy.
Both the books and the seminar arose from Banco de la República's interest in promoting the study of the most relevant economic issues for the country. Among these, the Exchange Statute occupies a place of utmost importance due to its implications for the economic management and legal system governing the country's commercial and exchange policies.
These texts were prepared, compiled, and edited by a group of economists from the Bank's Economic Research Department under the supervision of Fernando Montes Negret. They all carried out a thoughtful task that should be acknowledged and thanked.
Banco de la República hopes that the book presented to the community today will contribute to a better understanding of these aspects of our economic process.
