The Center for Regional Economic Studies (CEER) was Banco de la República’s first effort to decentralize economic research, which had been concentrated at the head office in Bogotá. This first regional center was established in 1997 at the Cartagena branch of the Bank. Initially, it was known as the Center for Caribbean Economic Studies and later, in 2001, it became the Center for Regional Economic Studies (CEER), which does research on all regions in the country.

In 2017, to celebrate CEER's 20th Anniversary, a project was undertaken with a group of noted researchers and scholars who are well acquainted with the realities of life in the Caribbean region of Colombia. The purpose of the project was to take stock of how research has evolved over the last two decades and the most important studies that have been undertaken, particularly in six dimensions: historiography, economic and social studies, archaeology, political structures, culture and some of the region’s most popular carnivals and festivals. The works presented at the anniversary celebration are featured in the book 20 Años de estudios sobre el Caribe colombiano (20 Years of Studies on the Colombian Caribbean).
