• Government advisor, expert in litigation on issues related to economic planning, infrastructure and development; evaluator for competitive bidding on infrastructure.
• Member of various boards of directors and regulatory commissions in the energy, telecommunications, water and sewage sectors
  Colombian government negotiator with multilateral credit agencies (IMF and World Bank), union associations, grass-roots movements, and advisor on negotiations with the Colombian guerillas.
